Back-in-stock notifications will only go out to customers who have agreed to receive a push notification from your site.
Of the above, back-in-stock notifications will only go out to those subscribers who have clicked a 'Notify me of back-in-stock' button on the product pages of an out-of-stock product.

Here are the steps to set it up:
Step 1. Navigate to Web Push Notifications and then to Automation and Back in Stock.
Step 2. Back-in-stock notifications can be sent as a series. Choose to enable 1 or all three of these notifications. You can enable them by clicking on the grey disabled button.
Step 3. For every notification you enable, make your settings, send yourself a test, and click save.
